Secretariat to the National Commission for Women and Children (NCWC)

Background

The Royal Government of Bhutan established the National Commission for Women and Children (NCWC) in 2004 as the national machinery responsible for promoting and protecting the rights of women and children. In response to the growing number of issues and increasing responsibilities, the NCWC was upgraded to a fully autonomous agency in 2008. As part of the Civil Service Reform 2022, the Secretariat of the National Commission for Women and Children is subsumed under the Ministry of Education and Skills Development as the Women and Children Division under the Department of Education Programmes. The Secretariat is governed by a Commission composed of a Chairperson and high-level officials from relevant government, non-government, and Civil Society Organization.

Mission

  • To protect and promote the rights of women and children through gender and child-responsive interventions.

Objectives

  • To review, reform, initiate and support policies, plans, projects and activities from a gender equality and children sensitive perspective.

Mandates and Functions of NCWC

1. Policy and legislations

  • Draft policies and legislations on gender equality and child wellbeing and protection
  • Review policies and legislations from gender equality and child sensitive perspectives
  • Advocate for gender equality and child sensitive legislations, policies and plans

2. Regulatory and Monitoring

  • Monitor the situation of gender and children including violation of their rights
  • Monitor and evaluate all interventions on gender and children including implementation of the relevant acts and policies
  • Ensure the implementation of Concluding Observation from international treaty bodies
  • Evaluate national plans, policies from gender equality and child responsive perspectives

3. Reporting

  • Report on situation of gender and children at the national, regional and international levels
  • Coordinate the preparation and timely submission to government, regional and international treaty bodies

4. Mainstreaming

  • Mainstream gender and children perspectives into the sectoral plans, policies and intervention and Evaluate                            mainstreaming status.

5. Research and knowledge

  • Conduct studies/assessments on gender and children
  • Collect, analyze and manage data and information on gender and children

6. National Capacity on gender equality and child rights and protection

  • Strengthen national capacities on gender equality, child rights and protection

7. Resource mobilization and advocacy

  • Mobilize resources for NCWC, collaborating partners and implementing agencies
  • Develop, propose and support gender and child sensitive programs and activities
  • Conduct awareness and advocacy on gender and children issues (Technical support and coordination)

8. Program implementation

  • Implement key programs where there is no implementing agency and require targeted focus
