Digital Lopen Teacher Training for Every School in Bhutan
The Ministry of Education and Skills Development has taken another important step in implementing the Bhutan Education Technology Framework (ETF) through the nationwide rollout of the Digital Lopen Teacher Training Programme, conducted from 15–17 May 2026 across 18 training centres, with support from the European Union and UNICEF Bhutan.
The training brought together 611 School EdTech Focal and ICT teachers (420 male and 191 female) from schools across the 20 Dzongkhags and 4 Thromdes. These School EdTech Focal Teachers were trained by Dzongkhag/Thromde EdTech Ambassadors. Developed around the eight standards under Digital Literacy Standards for Teachers, the programme is a key step towards achieving the 13th Five-Year Plan target of equipping 80% of teachers with the digital skills needed for effective ICT-integrated teaching and learning.
The three-day programme equipped participants with practical digital competencies to enhance teaching and learning, while also strengthening their understanding of responsible digital citizenship, artificial intelligence and the ethical use of technology in schools. These competencies are essential for creating safe, inclusive, and secure digital learning environments for both teachers and students. Unlike conventional ICT training, Digital Lopen is designed as a continuous professional learning programme. It encourages teachers to study at their own pace, collaborate with colleagues, apply new ideas in their classrooms, and reflect on their practice.
By empowering School EdTech Focal Teachers to become facilitators, every school will have a dedicated digital focal teacher capable of supporting colleagues, strengthening professional collaboration, and leading digital initiatives within the school. This cascading approach will help ensure that the benefits of the ETF reach classrooms across Bhutan, creating a community of digitally confident teachers.
Together with the EU and UNICEF, MoESD is building schools where every teacher is empowered, every school has a Digital Lopen, and every learner is better prepared for an increasingly digital world.
