The Ministry of Education and Skills Development conducted the Mid-Term Review (MTR) of Bhutanโs Partnership Compact on early learning, identified as a key reform area for system transformation.
The review held yesterday was led by the Honโble Education Secretary, Chair of the Local Education Group (LEG), with technical support from the Global Partnership for Education (GPE) Secretariat, represented by Dr. Javier Luque and Dr. Noorudin.
The MTR brought together members of the LEG, including government officials and development partners, to assess progress, reflect on implementation challenges, and identify strategic priorities for the remaining phase of the programme.
Key discussions focused on improving access to quality early learning, strengthening service delivery, and ensuring equitable opportunities for young children across the country.
Participants highlighted the critical role of Early Childhood Care and Development services and reaffirmed their commitment to ensuring inclusive, high-quality early learning opportunities for all children, in line with national education priorities.
The review also discussed potential policy actions and performance triggers that will guide Bhutanโs access to the next phase of financing from the GPE.
GPE is a multilateral partnership dedicated to ensuring quality education for every child, and Bhutan has been a member of the partnership since 2009.
