The Bhutan Qualifications and Professional Certification Authority (BQPCA) successfully conducted its Organizational Climate Survey (OCS) 2025 to assess employees’ perceptions of the workplace environment, organizational culture, leadership, job satisfaction, professional development, and well-being. With a strong response rate of 73.33 percent, the survey provides credible and representative insights into the Authority’s internal organizational climate.
The findings indicate that BQPCA has a generally positive and healthy organizational climate, with an overall weighted average score of 3.56, reflecting a “Good” performance rating. Employees reported high levels of trust in their immediate supervisors, strong collegiality and teamwork, alignment with BQPCA’s mission and values, and a safe and respectful work environment. Leadership and management emerged as a key strength, particularly in terms of approachability and consultative leadership practices.
At the same time, the survey identified important areas for improvement, notably in professional development and staff well-being, staffing capacity, and communication and collaboration across councils. A significant proportion of respondents also indicated that visible changes since the previous survey were limited, underscoring the need for more systematic follow-up and implementation of improvement actions.
In response to these findings, BQPCA commits to being responsive and proactive in strengthening its workplace culture, enhancing professional development opportunities, improving coordination and communication, and addressing resource and staffing challenges through clear, structured, and time-bound actions.
