The Ministry of Education and Skills Development is pleased to share the Digital Literacy Capacity Building Plan, developed in alignment with the Education Technology Framework 2025 and supported by the European Union and UNICEF Bhutan. The plan recognises the key role of teachers in integrating technology into classrooms and provides a clear roadmap to strengthen their digital skills. It supports educators to create technology-enabled and student-centred learning experiences that enhance engagement, collaboration, and learning outcomes. 

The plan is highly relevant to teachers as it responds to real classroom needs and the growing expectation to use digital tools in lesson planning, delivery, and assessment. It builds practical competencies in digital content creation, online communication, digital assessment, and ethical technology use. Professional Learning Communities (PLC) at school, Dzongkhag/Thromde, and national levels ensure peer support, shared practice, and ongoing professional development beyond initial training. 

The document highlights critical focus areas necessary for building digital competency of educators nationwide. These include equitable access to digital learning, inclusivity for all learners, and effective integration of digital tools and platforms in teaching. It also emphasises the strengthening of EdTech Ambassadors, development of high-quality digital content, improvements in technological infrastructure, and the importance of monitoring, evaluation, and sustainability to ensure long-term implementation and scalability. 

The plan further outlines eight digital competency standards that guide responsible and effective use of technology in teaching. These focus on inclusive digital learning, digital content creation, planning and assessment using digital tools, and ongoing professional growth. They also stress cybersecurity, data privacy, online safety, and Bhutanese values, with the eighth standard introducing Artificial Intelligence (AI) through a human-centred and ethical approach to support educators in an evolving digital landscape.  

The MoESD, through the STEM and Innovation Division (SID) and the Teacher and Educational Leadership Division (TELD), will lead the implementation of the capacity-building plan. These divisions will coordinate training and support for teachers at national and local levels, ensuring they develop the digital competencies needed to integrate technology effectively and contribute to a more future-ready education system.
