The Ministry of Education and Skills Development (MoESD) is committed to enhancing the quality and global recognition of Bhutan’s education system. As part of this effort, the Ministry has partnered with and signed an agreement on January 22, 2025 with Cambridge University Press & Assessment to reform and benchmark the national school curriculum to align with international standards. 

Guided by the vision of the Royal Kasho on Education Reform, this initiative reflects the Ministry’s commitment to strengthening the education system by integrating global best practices while preserving Bhutan’s cultural identity and values. The collaboration focuses on aligning the national school curriculum, assessment systems, and teacher training with internationally recognized framework.   

To oversee the implementation of this initiative, the Joint Steering Committee (JSC) – comprising representatives from Cambridge International, MoESD, RUB, DGI and independent experts from the public – held its first meeting on February 14, 2025 to review progress and refine strategies for effective implementation.  The JSC is tasked with ensuring that curriculum alignment, assessment reforms, and teacher training are effectively executed, leading to measurable improvements in student learning outcomes. 

Through this partnership, the Ministry of Education and Skills Development aims to achieve two key outcomes: 

  1. Recognition of the National School Curriculum as aligned with Cambridge International standards, ensuring its equivalence with globally recognized educational frameworks.  
  1. Accreditation of the Class XII BCSEA examination by Cambridge International, leading to co-branded certification.

This collaboration marks a significant milestone in the ongoing efforts by the Ministry of Education and Skills Development to enhance education standards. By aligning the national school curriculum with international benchmarks, the Ministry is equipping Bhutanese students with the skills and knowledge necessary to thrive in the 21st century. The initiative will strengthen curriculum quality, assessment integrity, and teacher capacity, providing Bhutanese students with greater access to global education and career opportunities.
