Functions and Roles
The Chief Human Resource Officer heads the Human Resource Division (HRD) and it functions directly under the Directorate of Services. The core mandates of HRD are as follows:
To develop and execute the long and short-term Human Resource development and management plan in close collaboration with relevant stakeholders that best suits the needs of the Ministry of Education.
To advise in the formulation of policies and guidelines to ensure optimum utilization of human resources.
To administer and diligently carry out the daily HR functions which encompass the following:
Recruitment, Selection and Appointment
Performance Management System
Promotion
Transfer
Training and Capacity Development
Maintain Staff Record and Information System
Civil Service Award
Separation
Remuneration and benefits
Staff Welfare Scheme
To function as a Secretariat to the Human Resource Committee which is the highest decision-making body for all HR-related matters in the Ministry
