Bhutan Qualifications Framework 2023 launched
The Ministry launched the Bhutan Qualifications Framework 2023 yesterday as a guide for the qualification system to ensure high-quality education and training in Bhutan.
The framework was developed in collaboration and nationwide consultation with multi-sectoral stakeholders with the goal of enhancing transparency, consistency and comparability of skills and qualifications. It is expected to transform how education and skills development credentials are recognized and valued across Bhutan’s learning and employment sectors.
With eight levels ranging from certificate 1 to doctoral, the framework covers four domains including knowledge, skills, values and application. It offers a structured approach to organizing and classifying qualifications, making it easier to understand the education system in Bhutan.
It is aligned with other national, regional and international qualification frameworks and includes external and internal assurance mechanisms to maintain the credibility and consistency of qualification offered in Bhutan.
The Bhutan Qualifications and Professionals Certification Authority will be responsible for overseeing the implementation of the framework in collaboration with relevant stakeholders. The revised framework is expected to enhance the quality and relevance of education and training in the country as well as promote national and international mobility for learners and workers.
The event was graced by the Hon’ble Minister for Education and Skills Development. Addressing the launch, he highlighted the significance of the framework stating that it marks a milestone in Bhutan’s education and skills development journey. He emphasized that the framework will empower learners and professionals to make informed decisions about their educational paths and foster a culture of lifelong learning.
Other dignitaries present at the launch were the Tsugla Lopen of Zhung Dratshang, the Secretary from the National Land Commission and representatives from RCSC, RTC, RUB and KGUMSB along with the Ministry’s Acting Secretary and senior officials.
